Background

Andrew Higginson is a former Royal Marine who has unique experience of working in the international arena. He has worked in the private as well as the public sector, and extensively at both national and international level for the UK and foreign governments.

Andrew Higginson

During his military career, Andrew Higginson commanded the Commando Logistic Regiment Royal Marines before attending the UK MOD Higher Command and Staff Course in 1995 and was finally appointed as Chief of Staff of the Joint Force Headquarters before retiring in 1996.

Andrew was seconded to Industry in 1994 to be the Chief Executive of the International Logistic Support Group (a group of UK and US companies - BAe, GKN, GDLS, Vickers, Logica, RO and Dyncorps) to integrate military Contractor Logistic Support in Kuwait after the Gulf war.

On leaving the Royal Marines in 1996, Andrew joined Brown & Root as the Deputy Project Manager of the original US LOGCAP contract in the Balkans. He then became the Director of Brown & Root Ltd, Operational Support Services winning a series of contracts for the return of refugees and displaced persons in Bosnia and Kosovo for the EC in the late '90s and on the island of Montserrat for DfID after the volcanic eruptions in 1998. Thereafter, his group managed emergency projects in the Balkans, Caribbean, Iraq, Afghanistan and West and East Africa.

In 1999 Andrew and Ann Higginson established Higginson Associates a specialist consultantancy providing expert advice on the governance of contractor support in conflicts worldwide and especially on the employment by UK MoD of Contractor Support to Operations (CSO), Contractors on Deployed Operations (CONDO), Sponsored Reserve (SR), and Private Military Security Companies (PMSCs) and all relevant associated policy, as well as pre-deployment CONDO Training.

Andrew has an MA in International Relations. For his services during the Northern Iraq refugee crises in 1992, he was awarded the OBE by the UK government. He was also awarded an MBE in 1982 for his services during the Falklands War.

Ann Higginson

Ann Higginson ran her own international publishing and event management business for ten years and brings her commercial, marketing and business administration experience to Higginson Associates, including providing all the support functions for the CSO and CONDO Workshops.
