Next CSO and Total Support Force Workshop, 28 March 2012



Higginson Associates Ltd will be running a Contractor Support to Operations (CSO) and Total Support Force (TSF) Workshop on Wednesday, 28 March 2012 in association with A|D|S and MoD to explain the developments in CSO and the TSF concept and policies. The Workshop will take place at Broadway House, Tothill Street, Westminster, London.

The SDSR and the Defence White Paper (DWP) will have major implications for the way the MoD utilises CSO and develops the Total Support Force (TSF) concept and for the link between base contracts and deployed support with Industry. Under TSF, Industry may be integrated into Regular structures against readiness and agile force generation requirements.

CSO policy is now complete, with policy for the three stands of Contractors on Deployed Operations (CONDO), Private Security Companies (PSC) and Sponsored Reserves (SR). The Workshop will aim to update delegates on CSO Policy, especially on the important new policy for the use of PSCs.

Under the CONDO regime all contracts that have any actual or potential requirement for the presence of contractors, sub contractors and their employees outside the British Isles and also on deployed operations into an Operations Area will be subject to the contractual obligations of DEFCON 697 and DEFSTAN 05-129. For the purposes of CONDO, MoD has re-issued DEFCON 697 (Edition 2, Dec 2010) and DEFSTAN 05-129 (Issue 4, 12 March 2010).

The Total Support Force is now one of eight components of the Whole Force Concept (WFC), being developed under the authority of the Defence Operating Board (DOB) WFC. Following extensive engagement pan-defence and with Industry (coordinated through A|D|S by Andy Higginson) a TSF Direction was written by ACDS Log Ops and approved by the DOB (WFC). This Direction provides a framework for TSF implementation by the MoD Top Level Budget Holders.

Supported by A|D|S and the Industry Commercial Group and leading on from the CONDO Commercial and Legal Workshops run in 2006, '07, '08, '09, '10 and '11, Higginson Associates Ltd, the A|D|S CSO and CONDO Consultants organise these CSO and CONDO Workshops in association with Control Risks, Your Excellent Health Service, Integro Insurance Brokers and Babcock International Group.

Aim of the CSO and TSF Workshop

The aim of the CSO and TSF Workshop is to provide a full brief on CSO and TSF Policy and to provide an Update on the three strands of CSO Policy - Contractors on Deployed Operations (CONDO), Sponsored Reserves (SR) and Private Security Companies (PSCs), and the development of the TSF Pilots and their implications for Industry.

CSO and TSF Workshop Speakers

The MoD, Assistant Chief Defence Staff Logistic Operations (ACDS Log Ops) and the Defence Supply Chain Operations and Movements (DSCOM), DE&S will attend the Workshop to provide a MoD perspective and to answer any specific operational deployment-related questions.
