Contractor Support to Operations (CSO) and CONDO UPDATE Workshop

CSO and CONDO UPDATE Workshop Date: 24 March 2010

Higginson Associates will be running a Contractor Support to Operations (CSO) and CONDO Update Workshop to explain the developments in CSO and the changes to the CONDO DEFCON and DEFSTAN.

The National Defence Industrial Council (NDIC) CSO Working Group has been tasked by Chief of Defence Material (CDM) to oversee a Joint MoD and Industry CSO Tiger Team Study which is carrying out a major review of MoD CSO policy. Andrew Higginson is a member of the Tiger Team.

The aim of the Tiger Team CSO Study is to:

Examine the use, sponsorship and governance of CSO by the MoD on future operations, with a view to identifying what is required to create an integrated, sustainable military/contractor force, in which the characteristics of each are optimised to meet specific operational requirements and conditions, and that the risks are well understood and managed by both parties.

The study is looking in detail at the following aspects of CSO:

  • Current dependency, a review of the strategic planning assumptions, principles and issues
  • A Total Support Force concept to better integrate all contractors within MoD structures
  • Risk, commercial and legal issues which are unique to CSO and that need to be addressed
  • The determination of value for money and how to introduce CSO into an E2E approach
  • A review of assurance and governance which is necessary to ensure that all MoD stakeholders and contractors fully comply with CSO policy
  • A revision of policy and an implementation plan

In addition, MoD is intending to re-issue DEFCON 697 and DEFSTAN 05-129 for the purposes of CONDO by early 2010. DEFCON 697 and DEFSTAN 05-129 will be included in all contracts that have any actual or potential requirement for the presence of contractors, sub contractors and their employees outside the British Isles and also on deployed operations into an Operations Area (OA) including Joint Operations Areas (JOAs).

Speakers will include representatives from MoD, ACDS Log Ops, Sec Pol Ops, DRFC and Industry.
