Contractor Support to Operations (CSO) and CONDO UPDATE Workshop and Industry Forum - Date: Autumn 2010
Higginson Associates will be running a Contractor Support to Operations (CSO) and CONDO Update Workshop and Forum to explain the developments in CSO and the changes to the CONDO DEFCON and DEFSTAN.
Recently, the Joint MoD and Industry Tiger Team completed its report and implementation plan. The Tiger Team report has made a number of significant and interesting recommendations, clearly highlighting the existing areas of weakness relating to CSO. The report has also made a series of sensible and achievable recommendations to rectify the situation in order to create immediate operational improvements. There is now an unclassified version available on the A|D|S website.
Overall, the report highlights the primary weakness with CSO in the way the military utilize the capability and that, frequently, MoD does not always act as an intelligent customer or fully integrate contractors into the deployed military force. Consequently, the MoD fails to exploit the potential of the commercial sector in the most effective or or cost-efficient manner.
The report goes on to confirm that given the intensity of current operational commitments in the foreseeable future and the nature of the resource pressures on the MoD, it is essential that both the MoD and Industry identify innovative opportunities to optimise the use of external support; with CSO being a prime example.
The implementation plan, which will run for two years, will be overseen by a combination of a MoD 2 star stakeholders' Group and the NDIC CSO Working Group which includes industry representation.
The Workshop will discuss in Forum the issues and challenges with key MoD stakeholders.
For the purposes of CONDO, MoD has re-issued DEFSTAN 05-129 (Issue 4, 12 March 2010) and intends to re-issue DEFCON 697 by Spring 2010. DEFCON 697 and DEFSTAN 05-129 will be included in all contracts that have any actual or potential requirement for the presence of contractors, sub contractors and their employees outside the British Isles and also on deployed operations into an Operations Area (OA) including Joint Operations Areas (JOAs).
Speakers will include representatives from MoD, ACDS Log Ops, Sec Pol Ops, DRFC and Industry.
