The CONDO concept provides a formal framework to facilitate the provision of elements of support to deployed operations and exercises outside the British Isles through the use of contractors in circumstances that do not engender unacceptable military risk.

CONDO's main purpose is to enhance military capability in a cost-effective way, taking advantage of skills and capabilities available in the commercial environment. The guiding principles followed in the development of CONDO policy are:

  • CONDO capability must provide an assured service for the military commander.

  • In providing CONDO capabilities it is accepted that it should be attractive or profitable for the contractor whilst demonstrating value for money for the military.

  • The operational circumstances within which CONDO capabilities are delivered to the military must be as safe and secure as possible for the workforce.

Currently, 40% of the UK MoD logistic sustainment on deployed operations is provided by contractors through the deployment of over 6,000 CONDO Personnel into 4 main JOAs. EU Forces on a number of Crisis Management Operations are employing 3rd-party logistic support to provide 50-60% sustainment. NATO use 60-70% and the UN and AU 75-85%.
