International CSO Workshop

Higginson Associates ran a successful Contractor Support to Operations (CSO) Workshop for the East African Standby Brigade (EASBRIG) of the African Union in Nairobi, Kenya from 22-25 September 2008. The Workshop was well attended and well received by the EASBRIG Brigade Commander, EASBRIGCOM planning and logistics staffs, the brigade staff and all the troop contributing nations.


The CSO Workshop brought under one roof all of the relevant planning and implementation staffs and explained CSO, its processes, commercial and legal obligations, risks and risk mitigation measures, strategies for the employment of CSO and contracting and pricing methodologies. The Workshop also provided an opportunity for the EASBRIG staffs to consider a number of viable CSO solutions in support of the new EASBRIG Force Support Concept.

EASBRIG aims to provide the Eastern Africa Region with a peace support capability and intends to use CSO as one of its primary means of providing force logistic support.

EASBRIG is made up of force contributions from Burundi, Comoros, Djibouti, Eritrea, Ethiopia, Kenya, Madagascar, Mauritius, Rwanda, Seychelles, Somalia, Sudan, Tanzania and Uganda.

  1. Introduction to a CSO Process (DEFSTAN)
  2. Introduction to a CSO Contract (DEFCON)
  3. Syndicate exercise, including a review of CSO principles and key CSO drivers for the Force Support Policy

Day 2 - AM

  1. Back-brief by Syndicates on Exercise 1
  2. CSO Contracting Strategy
  3. Pricing for CSO

Day 2 - PM

  1. Syndicate exercise on Contracting Strategy
  2. Syndicate exercise, including writing an outline SOW with a number of KORs for an Enabling CSO contract
  3. Back-brief by Syndicates on Exercise 2 and 3
